I need a good 32-Bits image editor

Please I realy need a good one,
Because the only thing that i got is MSPaint and axialis IconWorkShop(For 32Bits images) and i realy wish i could get a good image editor with efects and everythings.

I meen: My computer dont suport it, but the computer that belong to my mom it work on it.so if I want to transfer image, I need a FloppyDisk 3 and a haft inch.

Hmmm make sure you download Latest Stable version.
I've run latest GIMP on windows 95 system with 128mb of ram and Pentium III without any problems.
Here is a link for windows version.
