There should be a drag select to move like, multiple actors so you dont have to move them all like 1 by 1.

hmm,
but that does not tell makslane what we want exactly,
I think it should be if you click on a actor with the ctrl key pressed it adds that actor to the selected list.
and when you click on one actor without the ctrl key pressed it just selects that actor,
and a select all for a certain actor would be nice

Nah, you can make a parent for the actors and then just move the parent.

i would like to be able to:
-Draw a marquee box to select everything inside and then be able to
-press the arrow keys to move them and the
-Delete key to... well delete.
-Hold the control key and click to add/remove an actor from the group.
This would make working with a multiple clones much easier.

Using arrow keys to move the actors?
This could take a long while for certain things, i suggest this:
Shift + Mouse drag Creates a box to select actors
Mouse Drag on Actor(s) to drag them
Delete for deleting.
this is what i suggest.
And when the actor would be selected, it could flash slowly.

if an actor is selected I think it should change to a brighter bluish colour xD

you should be able to move the selection with the mouse and the arrows.
the arrows would allow to nudge the actor(s) by 1 pixel
