for create ios game in XCode need developer license?

If you want to sell your games on the appstore, you need to get a developer license from Apple.

when I try build my game in Xcode, tell me you need developer account.

I used Xcode 5 and when I try build the game tell me "No matching code signing identify found" and want pay $99 for development ios application at developer.apple.com.

can anyone help me?
